The use of fewer natural resources โ energy, water, land, and materials โ to deliver the same or better outcomes, reducing environmental impact while maintaining or improving economic productivity and quality of life in the UAE’s rapidly growing built environment.
Resource Efficiency in Buildings
Resource efficiency is the principle of achieving more with less โ delivering the same or better building performance, occupant comfort, and economic output while consuming fewer natural resources. In the built environment context, the three primary resource streams addressed by green building frameworks are energy, water, and materials โ corresponding to the Energy, Water Efficiency, and Materials and Resources credit categories in Al Sa’fat and LEED respectively.
Resource efficiency in buildings is measured through normalised performance metrics: Energy Use Intensity (EUI) in kWh/mยฒ/year for energy; water consumption in litres per occupant per day or mยณ/mยฒ/year for water; and material intensity (kg of material per mยฒ of floor area) or embodied carbon intensity (kgCOโe/mยฒ) for materials. These metrics enable comparison between buildings of different sizes and types, benchmarking against sector averages, and tracking improvement over time.
Resource Efficiency and the UAE Context
The UAE faces particular resource efficiency challenges driven by its combination of extreme climate, high consumption levels, and resource scarcity. Energy consumption in UAE buildings is among the highest in the world per unit of floor area, driven by intensive year-round cooling requirements. Water consumption per capita is approximately three times the global average, reflecting a population accustomed to abundant, subsidised water from energy-intensive desalination. Material consumption intensity is high relative to global averages, driven by the rapid pace of construction and historically limited recycling infrastructure.
Policy Framework and Green Building Credits
Resource efficiency is embedded in UAE policy at multiple levels. The UAE Green Agenda 2015โ2030 sets targets for energy and water productivity improvement across all sectors. The UAE Circular Economy Policy 2021 targets resource productivity improvement through reduced material consumption, increased recycling, and elimination of unnecessary waste. DEWA’s Demand Side Management (DSM) Strategy targets a 30% reduction in electricity and water demand per capita by 2030. At the building level, Al Sa’fat and LEED operationalise resource efficiency through mandatory and voluntary performance credits โ creating a regulatory and commercial incentive structure that rewards buildings for delivering more useful service per unit of resource consumed, progressive towards the UAE’s decoupling of economic growth from resource depletion.
