Sustainability Defined

The concept of sustainability was given its most widely accepted definition by the Brundtland Commission in 1987: development that ‘meets the needs of the present without compromising the ability of future generations to meet their own needs.’ This deceptively simple formulation captures a profound challenge — how to maintain and improve human wellbeing today while preserving the natural, economic, and social capital on which future generations will depend.

In practice, sustainability is understood through the triple bottom line framework — the intersection of three interdependent dimensions: environmental sustainability (maintaining the integrity of natural systems, preserving biodiversity, staying within planetary boundaries for carbon, water, and resource use); economic sustainability (creating durable wealth and prosperity without depleting natural capital or creating liabilities for future generations); and social sustainability (ensuring equity, health, safety, and quality of life for all people, present and future). True sustainability requires progress across all three dimensions simultaneously — gains in one at the expense of another represent a trade-off, not genuine sustainability.

Sustainability in the UAE Context

The UAE’s approach to sustainability has evolved from aspirational policy to binding commitment over the past decade. The UAE Vision 2021 established sustainability as a national priority. The UAE Green Agenda 2015–2030 set measurable targets across energy, water, food, and environmental quality. The UAE Net Zero 2050 Strategic Initiative — announced at COP26 and reaffirmed at COP28, which the UAE hosted in Dubai in December 2023 — commits the country to its most ambitious sustainability target to date: achieving net zero greenhouse gas emissions across the entire economy by 2050.

Sustainability in the Built Environment

The built environment accounts for approximately 36% of global CO₂ emissions and 40% of global energy consumption, making it one of the most significant sectors for sustainability intervention. Green building frameworks — including Al Sa’fat, the Pearl Rating System, and international standards including LEED and BREEAM — operationalise sustainability principles into measurable, verifiable building performance metrics, translating the abstract concept of sustainability into practical design, construction, and operational obligations for UAE construction professionals.

أعطت لجنة برونتلاند عام 1987 مفهوم الاستدامة تعريفه الأكثر قبولاً في العالم: التنمية التي ‘تلبي احتياجات الحاضر دون المساس بقدرة الأجيال القادمة على تلبية احتياجاتها الخاصة.’ وتُفهَم الاستدامة عملياً عبر إطار الخط الأساسي الثلاثي — تقاطع ثلاثة أبعاد متشابكة: الاستدامة البيئية، والاستدامة الاقتصادية، والاستدامة الاجتماعية. وتستلزم الاستدامة الحقيقية التقدم في الأبعاد الثلاثة في آنٍ واحد.

الاستدامة في السياق الإماراتي

تطور نهج الإمارات في الاستدامة من سياسة تطلعية إلى التزام مُلزِم على مدى العقد الماضي. حددت رؤية الإمارات 2021 الاستدامة أولويةً وطنية. وحددت الأجندة الخضراء للإمارات 2015–2030 أهدافاً قابلة للقياس. والتزمت المبادرة الاستراتيجية للإمارات لصافي الانبعاثات الصفري 2050 بتحقيق صافي انبعاثات الغازات الدفيئة صفري في جميع أنحاء الاقتصاد بحلول 2050.

الاستدامة في البيئة المبنية

تُشكِّل البيئة المبنية نحو 36% من انبعاثات CO₂ العالمية و40% من استهلاك الطاقة العالمي، مما يجعلها من أهم القطاعات للتدخل الاستدامي. وتُطبِّق أطر المباني الخضراء — بما فيها السعفات ونظام تصنيف اللؤلؤ وLEED وBREEAM — مبادئ الاستدامة في مقاييس أداء مبنى قابلة للقياس والتحقق.
