Green Procurement Defined

Green procurement — also called sustainable procurement or environmentally preferable purchasing — is the process by which organisations integrate environmental criteria into their purchasing and contracting decisions. In the construction context, this means specifying and purchasing materials, products, and services on the basis not just of price and performance, but also on their environmental credentials: embodied carbon, recycled content, VOC emissions, responsible sourcing, durability, end-of-life recyclability, and compliance with relevant environmental standards and certifications.

The Strategic Role of Procurement in Green Building

Procurement decisions in construction have a profound influence on the environmental performance of the finished building. The materials specified and purchased during design and construction determine the building’s embodied carbon, indoor environment quality, and waste generation profile for decades. By embedding green procurement criteria into design specifications and contractor obligations, project teams can drive significant environmental improvements without increasing cost — particularly when specifications leverage competitive supply chains that reward sustainable product innovation.

The UAE’s government sector is the largest single client of the construction industry, and government green procurement policies have a disproportionate influence on market transformation. UAE federal and emirate-level sustainability policies — including the UAE Green Agenda 2015–2030 and the UAE Net Zero 2050 Strategic Initiative — commit government entities to incorporating sustainability criteria in procurement, creating a mandatory pull for green products and services across the public construction programme.

Green Procurement Standards and UAE Practice

ISO 20400 — Sustainable Procurement: Guidance — provides the international framework for integrating sustainability into purchasing decisions, applicable to both public and private sector organisations. In UAE green building projects, green procurement is operationalised through: project specifications requiring products with verified EPDs, recycled content declarations, and low-VOC certifications; contractor environmental management plans requiring verified supply chain sustainability documentation; and Al Sa’fat and LEED credit submissions requiring manufacturer product data and third-party certifications. The growing availability of certified sustainable products in the UAE market — driven by international manufacturers responding to LEED demand and local manufacturers responding to Al Sa’fat — has made green procurement progressively easier and less costly over the past decade.

المشتريات الخضراء — المعروفة أيضاً بالمشتريات المستدامة أو المشتريات المفضَّلة بيئياً — هي العملية التي تدمج فيها المنظمات معايير بيئية في قرارات الشراء والتعاقد. وفي سياق البناء، يعني ذلك تحديد المواد والمنتجات والخدمات وشراءها على أساس ليس السعر والأداء فحسب، بل أيضاً بيانات اعتمادها البيئية: الكربون المُجسَّد والمحتوى المُعاد تدويره وانبعاثات VOC والمصادر المسؤولة والمتانة وقابلية إعادة التدوير في نهاية العمر.

قرارات المشتريات في البناء تُؤثِّر تأثيراً عميقاً في الأداء البيئي للمبنى المُنجَز. المواد المُحددة والمشتراة خلال التصميم والبناء تُحدِّد الكربون المُجسَّد للمبنى وجودة بيئته الداخلية وملف نفاياته لعقود. ويُعدّ القطاع الحكومي الإماراتي أكبر عميل منفرد لصناعة البناء، وتُمارس سياسات المشتريات الخضراء الحكومية تأثيراً غير متناسب على تحويل السوق.

يُوفِّر معيار ISO 20400 — المشتريات المستدامة: التوجيه — الإطار الدولي لدمج الاستدامة في قرارات الشراء. وفي مشاريع المباني الخضراء الإماراتية، تُطبَّق المشتريات الخضراء عملياً من خلال: مواصفات المشروع التي تتطلب منتجات ذات EPDs موثَّقة وإعلانات محتوى مُعاد تدوير وشهادات VOC منخفضة؛ وخطط الإدارة البيئية للمقاول؛ وتقديمات نقاط السعفات وLEED.
