Estidama — the Arabic word for sustainability — is Abu Dhabi’s comprehensive sustainability programme, launched in 2008 by the Abu Dhabi Urban Planning Council (ADUPC). It is not a single rating tool but an integrated policy and practice framework that governs how Abu Dhabi plans, designs, builds, and operates its built environment in alignment with the Abu Dhabi Economic Vision 2030.

Estidama operates across four strategic pillars: environmental sustainability, economic sustainability, social and cultural sustainability, and living sustainability. This holistic framing distinguishes Estidama from purely technical building rating systems — it addresses not only environmental performance of individual buildings but the long-term resilience and quality of Abu Dhabi’s communities, infrastructure, and natural environment.

The Pearl Rating System as Estidama’s Delivery Tool

The Pearl Rating System is the primary measurement and compliance tool within the Estidama programme. It translates Estidama’s sustainability principles into quantifiable credits across building typologies — community, building, villa, and neighbourhood — allowing projects to be assessed, scored, and certified against defined performance benchmarks.

Estidama also informs Abu Dhabi’s planning and development control processes through its integration with the Abu Dhabi Building Code and the Urban Structure Framework Plan. Sustainability assessments are embedded into the development application process, ensuring that green building principles are considered from the earliest stages of master planning rather than being retrofitted at the design stage.

استدامة هي برنامج الاستدامة الشامل لإمارة أبوظبي، الذي أطلقه المجلس الحضري لإمارة أبوظبي عام 2008. وهي ليست أداة تقييم منفردة، بل منظومة متكاملة من السياسات والممارسات التي تحكم كيفية تخطيط أبوظبي وتصميمها وبنائها وتشغيل بيئتها المبنية، تماشياً مع رؤية أبوظبي الاقتصادية 2030.

تعمل استدامة عبر أربعة محاور استراتيجية: الاستدامة البيئية، والاستدامة الاقتصادية، والاستدامة الاجتماعية والثقافية، والاستدامة المعيشية. ويُميّز هذا الإطار الشامل استدامة عن أنظمة تقييم المباني التقنية البحتة.

نظام تصنيف اللؤلؤ أداةً تطبيقية لاستدامة

يُمثّل نظام تصنيف اللؤلؤ الأداة الرئيسية للقياس والامتثال ضمن برنامج استدامة. إذ يُترجم مبادئ الاستدامة إلى نقاط قابلة للقياس عبر أنواع المشاريع المختلفة، مما يُتيح تقييم المشاريع وتسجيل نقاطها واعتمادها وفق معايير أداء محددة.

كما تُوجِّه استدامة عمليات التخطيط والرقابة على التطوير من خلال تكاملها مع كود البناء في أبوظبي وخطة الإطار الهيكلي العمراني. وتُدرج تقييمات الاستدامة ضمن إجراءات طلبات التطوير، مما يضمن مراعاة مبادئ البناء الأخضر منذ المراحل الأولى للتخطيط الشامل.
