Climate Change and the UAE

Climate change refers to long-term shifts in global temperatures and weather patterns. While some natural climate variation has always occurred, since the mid-20th century, human activities โ€” principally the burning of fossil fuels and deforestation โ€” have become the dominant driver of observed climate change through the emission of greenhouse gases, primarily COโ‚‚, methane, and nitrous oxide. The scientific consensus, documented in successive IPCC Assessment Reports, is unequivocal: human-induced warming has reached approximately 1.1ยฐC above pre-industrial levels, and without significant emissions reductions, will exceed the 1.5ยฐC threshold identified in the Paris Agreement as the limit for preventing the most severe climate impacts.

The UAE is particularly exposed to climate change impacts. The Gulf region is warming at approximately twice the global average rate, with mean temperatures projected to increase by 2โ€“4ยฐC by 2100 under intermediate emissions scenarios. This means that the extreme heat that already characterises UAE summers โ€” with peak temperatures regularly exceeding 45ยฐC in inland areas โ€” will intensify further, increasing cooling energy demand, extending the cooling season, threatening outdoor worker health, and elevating urban heat stress. Sea level rise threatens coastal infrastructure in low-lying areas of Abu Dhabi and Dubai.

The UAE’s Climate Response

The UAE has positioned itself as a global leader in climate action, demonstrated by its role as host of COP28 in Dubai in December 2023 โ€” the 28th Conference of the Parties to the UNFCCC. At COP28, world leaders reached the UAE Consensus โ€” a landmark agreement calling for a transition away from fossil fuels in energy systems. The UAE’s own national climate commitment includes net zero by 2050 (announced at COP26), a 44% clean energy target by 2050, and a target to reduce carbon intensity of the economy by 70% by 2050 compared to 2021 levels.

Implications for UAE Building Design

Climate change has direct design implications for UAE buildings. Rising temperatures increase the peak cooling load that HVAC systems must manage, potentially requiring oversizing of systems designed to current climate data if future climate projections are not incorporated. Coastal flooding risk requires infrastructure resilience measures in low-lying developments. Intensified dust storms and precipitation events demand more robust envelope detailing. Green building frameworks โ€” including Al Sa’fat and LEED โ€” are progressively incorporating climate resilience requirements alongside energy efficiency, recognising that buildings must perform not only in today’s climate but in the projected climate of their operational lifetime.
