Sustainable Development and the UAE

Sustainable development translates the principle of sustainability into a framework for policy, planning, and investment — defining how economies, cities, and communities can grow and develop while staying within environmental limits and ensuring social equity. The most comprehensive international framework for sustainable development is the United Nations 2030 Agenda for Sustainable Development, adopted in 2015, which established 17 Sustainable Development Goals (SDGs) covering poverty, health, education, gender equality, clean energy, climate action, sustainable cities, and responsible consumption, among others.

The UAE has integrated the SDGs into its national development agenda. The UAE Vision 2021 and the successor UAE Centennial 2071 plan both incorporate sustainability as a central pillar. The UAE Green Agenda 2015–2030 operationalises sustainable development commitments across five strategic priorities: clean energy; sustainable transport; sustainable urban development; sustainable industries; and water security.

Dubai 2040 Urban Master Plan

At the emirate level, Dubai’s 2040 Urban Master Plan — announced in 2021 — provides the strategic spatial framework for sustainable urban development in Dubai over the next two decades. The plan establishes five urban centres, expands natural and rural reserves to cover 60% of Dubai’s land area, creates an integrated green and blue network connecting urban areas with natural corridors, and commits to doubling green and recreational public space. The master plan explicitly embeds sustainability principles — including transit-oriented development, walkability, green building requirements, and ecological corridor protection — into the city’s spatial structure.

Sustainable Development in Construction Practice

For UAE construction professionals, sustainable development manifests as the regulatory and policy context within which projects are designed, approved, and built. Planning applications must demonstrate alignment with sustainable development objectives — through environmental impact assessment, green building compliance, infrastructure capacity planning, and community benefit assessment. Green building rating systems — Al Sa’fat in Dubai and the Pearl Rating System in Abu Dhabi — are the primary compliance mechanisms through which individual building projects demonstrate their contribution to the UAE’s sustainable development commitments. The SDG 11 objective — ‘Make cities and human settlements inclusive, safe, resilient, and sustainable’ — is the most directly relevant SDG to UAE urban construction practice, providing the overarching goal that green building policy is designed to advance.

تُترجم التنمية المستدامة مبدأ الاستدامة إلى إطار للسياسات والتخطيط والاستثمار — مُحدِّدةً كيف يمكن للاقتصادات والمدن والمجتمعات أن تنمو وتتطور مع البقاء ضمن الحدود البيئية وضمان الإنصاف الاجتماعي. وأكثر الأطر الدولية شمولاً للتنمية المستدامة هو أجندة الأمم المتحدة 2030 للتنمية المستدامة، التي أرست 17 هدفاً للتنمية المستدامة (SDGs).

مخطط دبي الحضري 2040

على مستوى الإمارة، يُوفِّر المخطط الحضري الرئيسي لدبي 2040 — المُعلَن عنه عام 2021 — الإطار المكاني الاستراتيجي للتنمية الحضرية المستدامة في دبي على مدى العقدين القادمين. ويُرسي المخطط خمسة مراكز حضرية ويوسّع الاحتياطيات الطبيعية والريفية لتغطية 60% من مساحة دبي الأرضية.

التنمية المستدامة في ممارسة البناء

للمهنيين في قطاع البناء الإماراتي، التنمية المستدامة هي السياق التنظيمي والسياسي الذي تُصمَّم فيه المشاريع وتُعتمَد وتُبنى. وتُعدّ منظومات تقييم المباني الخضراء — السعفات في دبي ونظام تصنيف اللؤلؤ في أبوظبي — آليات الامتثال الرئيسية التي تُثبت من خلالها مشاريع المباني الفردية إسهامها في التزامات الإمارات بالتنمية المستدامة.
