Water Conservation as a National Imperative
Water conservation is the broad commitment to reducing the overall demand for and consumption of water through all available means โ technological, behavioural, regulatory, and economic. In the UAE, water conservation is not merely an environmental aspiration; it is a strategic national security imperative. The country sits at the intersection of three converging pressures: extreme natural water scarcity (annual rainfall under 100mm, no permanent surface water), one of the world’s highest per capita consumption rates (approximately 550 litres per person per day), and total dependence on energy-intensive desalination for potable supply โ a technology that consumes 3โ5 kWh per cubic metre of water produced and generates significant carbon emissions.
The UAE Water Security Strategy 2036
The UAE’s formal response to its water challenge is the UAE Water Security Strategy 2036, launched in 2017, which establishes a comprehensive framework for ensuring sustainable water supply and reducing demand. The strategy targets a 30% reduction in per capita water consumption by 2036 compared to 2015 baseline levels, to be achieved through: mandatory water efficiency standards in buildings; public awareness and behaviour change programmes; tariff reforms that better reflect the true cost of water production and distribution; investment in alternative supply sources including treated sewage effluent (TSE) for agricultural and landscape use; and expansion of strategic water storage reserves.
Water Conservation in Buildings
At the building level, water conservation is implemented through the layered strategies of efficiency, reuse, and harvesting discussed across this glossary. The most impactful building-scale water conservation measures in the UAE are: low-flow fixture specification โ reducing indoor fixture consumption by 30โ50%; greywater recycling โ treating and reusing wastewater for toilet flushing and irrigation; HVAC condensate recovery โ capturing and reusing the significant volumes of condensate produced by air conditioning systems; smart irrigation with native planting โ eliminating or dramatically reducing landscape irrigation demand; and sub-metering with active consumption monitoring โ enabling facility managers to detect leaks, identify anomalies, and track performance against targets.
Under Al Sa’fat, the cumulative effect of these measures is assessed against the baseline water consumption model, with the percentage reduction determining the water efficiency credit score. Buildings that implement all the above measures can typically achieve water consumption reductions of 40โ60% below the Al Sa’fat baseline โ earning significant credits toward higher star ratings and making a measurable contribution to the UAE’s national water conservation objectives.
