The systematic process of verifying that all building systems are designed, installed, tested, and operating according to the owner’s project requirements and design intent — the essential quality assurance process that bridges the gap between designed and actual building performance.
What is Commissioning?
Commissioning is the quality-focused process of verifying and documenting that a building’s systems — primarily HVAC, controls, lighting, plumbing, electrical, and renewable energy — perform interactively in accordance with the Owner’s Project Requirements (OPR) and the design team’s Basis of Design (BOD). It is the systematic quality assurance process that ensures a building actually performs as designed, rather than relying on the assumption that correct design automatically translates to correct installation and operation.
The Commissioning Process
Commissioning in accordance with ASHRAE Guideline 0 and ASHRAE Guideline 1.1 follows a structured process spanning from pre-design through post-occupancy. The process is led by an independent Commissioning Authority (CxA) — a specialist engineer with no financial interest in the design or construction — who develops the commissioning plan, oversees installation inspection, directs and witnesses functional performance testing, and produces the commissioning report confirming system performance.
Key commissioning activities include: review of design documents against the OPR; construction observation to verify equipment installation; functional performance testing (FPT) — systematically exercising each piece of equipment and control sequence through its full operating range and verifying correct response; controls verification — confirming that BMS control sequences match the design intent; test and balance (TAB) — adjusting airflow and water flow rates to design values; and training of operations and maintenance staff on the commissioned systems.
Commissioning in UAE Green Building Frameworks
Under Al Sa’fat, fundamental commissioning of HVAC and electrical systems is required for all buildings seeking three stars or above, with independent enhanced commissioning required for higher star ratings. Commissioning provides the documented evidence that the building’s systems are capable of delivering the energy performance modelled at design stage. Under LEED EA (Energy and Atmosphere), Fundamental Commissioning is a prerequisite — mandatory for all certified projects — and Enhanced Commissioning earns additional credit points. The investment in thorough commissioning delivers measurable returns: studies consistently demonstrate that properly commissioned buildings consume 15–20% less energy than equivalent buildings where commissioning was inadequate or omitted, closing the performance gap between design prediction and actual operation.

عملية التشغيل والفحص

التشغيل والفحص في أطر المباني الخضراء الإماراتية
بموجب نظام السعفات، يُشترط التشغيل والفحص الجوهري لأنظمة التكييف والكهرباء لجميع المباني الساعية إلى ثلاث نجوم أو أكثر. وتُثبت الدراسات باستمرار أن المباني المُفعَّلة والمفحوصة بشكل صحيح تستهلك طاقة أقل بنسبة 15–20%** مقارنةً بالمباني المكافئة التي كان فيها التشغيل والفحص غير كافٍ.
