The effect of a construction project, building, or material on the natural environment — assessed through Environmental Impact Assessment at project level and Life Cycle Assessment at product level — and the subject of mandatory UAE federal and emirate regulatory requirements for all significant development activities.

Defining Environmental Impact

The environmental impact of a construction activity, building, or material refers to any change to the natural environment — positive or negative — resulting from that activity or material. Environmental impacts are multi-dimensional, spanning: climate impact (greenhouse gas emissions contributing to global warming); air quality impact (particulates, NOx, SOx from construction activities and building operation); water impact (contamination of surface water and groundwater; extraction of water resources); land and soil impact (contamination, erosion, compaction); ecological impact (habitat loss, species disturbance, biodiversity reduction); and social impact (noise, dust, traffic, community disruption).

Environmental Impact Assessment (EIA)

The Environmental Impact Assessment (EIA) is the primary regulatory tool for evaluating the environmental impact of major construction projects in the UAE. Required under UAE Federal Law No. 24 of 1999 and complementary emirate-level regulations, an EIA systematically identifies, predicts, and evaluates the likely environmental effects of a proposed development before approval and construction commence. The EIA process typically produces: a Baseline Environmental Survey documenting existing environmental conditions; an Impact Assessment predicting the nature, magnitude, and significance of impacts across all relevant environmental media; a Mitigation Plan specifying measures to avoid, reduce, or compensate for significant impacts; and an Environmental Management Plan (EMP) setting out monitoring and reporting obligations during construction.

Life Cycle Assessment for Materials

At the product and material scale, Life Cycle Assessment (LCA) — governed by ISO 14040 and 14044 — is the standardised methodology for quantifying the environmental impacts of a product across its full lifecycle: raw material extraction, manufacturing, transport, use, and end-of-life. LCA forms the basis of Environmental Product Declarations (EPDs), which communicate product-specific LCA results in a standardised, third-party verified format applicable to green building specifications and embodied carbon calculations.

Green Building Credits

Under both Al Sa’fat and LEED, environmental impact reduction is a core objective addressed across multiple credit categories — from energy performance (climate impact) to materials (embodied carbon and recycled content) to site management (ecological impact and waste). The ISO 14001 Environmental Management System standard provides the operational framework for construction companies to systematically manage their environmental impacts throughout the construction process, increasingly required as a pre-qualification criterion for major UAE government and quasi-government construction contracts.

تعريف الأثر البيئي

يُشير الأثر البيئي لنشاط إنشائي أو مبنى أو مادة إلى أي تغيير في البيئة الطبيعية — إيجابياً أو سلبياً — ناتج عن ذلك النشاط أو المادة. والآثار البيئية متعددة الأبعاد، تمتد عبر: الأثر المناخي؛ وأثر جودة الهواء؛ وأثر المياه؛ وأثر الأرض والتربة؛ والأثر البيئي؛ والأثر الاجتماعي.

تقييم الأثر البيئي (EIA)

يُعدّ تقييم الأثر البيئي الأداة التنظيمية الرئيسية لتقييم الأثر البيئي للمشاريع الإنشائية الكبيرة في الإمارات. ومطلوب بموجب القانون الاتحادي الإماراتي رقم 24 لسنة 1999. وتُنتج عملية تقييم الأثر البيئي: مسح البيئة الأساسية؛ وتقييم الأثر؛ وخطة التخفيف؛ وخطة الإدارة البيئية (EMP).

بموجب نظامَي السعفات وLEED، تُعدّ خفض الأثر البيئي هدفاً محورياً يُعالَج عبر فئات نقاط متعددة — من أداء الطاقة إلى المواد وإدارة الموقع. ويُوفِّر معيار ISO 14001 الإطار التشغيلي لشركات البناء لإدارة آثارها البيئية بشكل منهجي.
