EV Charging in the UAE Context
An Electric Vehicle (EV) Charging Station โ also called Electric Vehicle Supply Equipment (EVSE) โ is the infrastructure that provides electrical energy to charge the batteries of electric and plug-in hybrid vehicles. As the UAE implements its strategy to electrify a significant proportion of its vehicle fleet by 2050, EV charging infrastructure in buildings has moved from an optional amenity to a mandatory provision in new commercial and residential developments โ driven by both Al Sa’fat green building requirements and the UAE’s broader transport decarbonisation agenda.
EV Charging Levels and Technologies
EV charging equipment is classified into three levels based on charging speed and power output. Level 1 (AC Slow Charging): standard 230V single-phase supply, typically 2โ3 kW, using a standard domestic socket outlet. Delivers approximately 15โ25 km of range per hour of charging โ suitable only for overnight residential charging and rarely specified in UAE commercial buildings. Level 2 (AC Fast Charging): 230V single-phase or 400V three-phase supply, typically 7โ22 kW, using a dedicated EVSE unit with Type 2 connector (the standard in the UAE per IEC 62196). Delivers 40โ130 km of range per hour โ the standard specification for commercial building car parks, workplace charging, and hotel charging bays. Level 3 (DC Rapid/Fast Charging): direct current charging at 50โ350 kW, using CCS or CHAdeMO connector standards. Delivers 200โ800+ km of range per hour โ appropriate for public charging hubs, motorway service areas, and fleet depot charging facilities, but typically not specified in individual building car parks due to high capital cost and electrical infrastructure demand.
UAE Regulatory Requirements and Green Building Credits
EV charging provision is required under Al Sa’fat for commercial buildings achieving defined star ratings โ typically specifying that a minimum percentage of car park spaces (commonly 5โ10% for commercial buildings) must be equipped with Level 2 EVSE or conduit provision for future installation. This requirement aligns with UAE building code provisions progressively mandating EV readiness across new construction. DEWA’s EV Green Charger programme โ launched in 2014 โ has established a network of public charging points across Dubai and provides a framework for building owners to install and operate building-based EV chargers connected to DEWA’s grid.
Under LEED v4.1 Location and Transportation (LT), EV charging provision earns credits under the Green Vehicles category โ rewarding buildings that provide dedicated EV charging spaces as a proportion of total parking. Integration of EV charging management with the building’s BMS enables smart charging โ scheduling charging sessions during off-peak electricity tariff periods and managing the aggregate EV load to prevent peak demand exceedances that would trigger demand charges. Solar PV generation can be paired with EV charging to enable clean, on-site renewable energy to power building-integrated EV charging โ contributing simultaneously to the building’s renewable energy credits and transport sustainability credentials under both Al Sa’fat and LEED.
