Climate Resilience vs General Resilience

Climate resilience is a specific form of resilience focused on the challenges posed by a changing climate โ€” both current climate variability and projected future climate change. While general resilience addresses all forms of disruption, climate resilience focuses specifically on: managing increasing heat (higher ambient temperatures, more frequent and intense heat waves, extended cooling seasons); adapting to changing precipitation patterns (reduced annual rainfall in some UAE regions, but more intense rainfall events causing flash flooding); addressing sea level rise (increased coastal flooding risk for low-lying Dubai and Abu Dhabi coastal developments); and preparing for increased dust and sand storm frequency (with implications for solar panel performance, HVAC filter loading, and building envelope maintenance).

Climate Projections for the UAE

The IPCC Sixth Assessment Report (AR6, 2021โ€“2022) projects significant climate changes for the Arabian Peninsula under intermediate and high emissions scenarios: mean temperature increases of 2โ€“4ยฐC by 2100 relative to 1990 baseline; increase in frequency and intensity of extreme heat events, with ‘dangerous heat’ conditions (wet-bulb temperature exceeding human physiological tolerance thresholds) potentially occurring for significant periods during summer; sea level rise of 0.3โ€“1.0m by 2100 depending on emissions scenario and ice sheet response; and increased variability in precipitation, with some models projecting increased intensity of winter rainfall events despite lower annual totals.

Climate Resilience in UAE Buildings and Infrastructure

Climate resilience in UAE building design requires forward-looking specification that accounts for projected future climate conditions rather than only historical data. Key considerations include: oversizing cooling systems to maintain acceptable indoor temperatures on future peak days that will be hotter than current design conditions; designing for coastal flooding resilience in low-lying areas through elevated ground floors, flood-resistant construction, and drainage infrastructure; specifying robust envelope materials that maintain performance under accelerated UV degradation and thermal cycling in a hotter climate; and incorporating passive cooling fallback โ€” high thermal mass, operable windows, natural ventilation pathways โ€” that protect occupant safety during extended power outages in extreme heat. The UAE’s National Adaptation Plan and successive Nationally Determined Contributions (NDCs) under the Paris Agreement provide the policy framework within which UAE climate resilience planning is conducted.
