Resilience in the Built Environment

Resilience in the built environment context refers to the capacity of buildings, infrastructure, and communities to withstand, adapt to, and recover from disruptive events โ€” whether sudden shocks (extreme weather events, power grid failures, earthquakes) or gradual stresses (rising ambient temperatures, sea level rise, resource scarcity). A resilient building continues to provide safe, habitable conditions for its occupants during and after adverse events, and recovers quickly to full operational capability.

The concept is distinguished from mere robustness (structural strength to withstand specific loads) by its emphasis on adaptability and recovery. A resilient building system may not prevent all disruption, but it minimises disruption consequences, maintains critical functions, and returns to normal operation with minimal downtime. Three interlinked capacities define resilience: Absorb โ€” the ability to withstand the initial shock without catastrophic failure; Adapt โ€” the ability to maintain core functions in a degraded mode; Transform โ€” the ability to improve design and operation in response to experience.

Resilience Considerations in UAE Building Design

Several resilience challenges are particularly relevant in the UAE context. Power supply resilience: the UAE’s electricity grid is highly reliable, but extreme heat events create demand spikes that risk localised supply disruptions; buildings with on-site backup generation or battery storage maintain critical functions during outages. Cooling system resilience: in a climate where outdoor temperatures can reach 50ยฐC, loss of cooling is rapidly life-threatening; HVAC redundancy and passive cooling fallback measures (high thermal mass, natural ventilation potential) protect occupants. Water supply resilience: dependence on energy-intensive desalination makes the UAE water supply vulnerable to power or infrastructure disruptions; on-site water storage and harvesting provide resilience buffer.

Resilience in Green Building Frameworks

Resilience is increasingly recognised as a dimension of sustainable building performance distinct from energy efficiency. The RELi Rating System, developed by the US Green Building Council, is the leading rating tool specifically focused on building resilience โ€” covering energy and water resilience, hazard preparedness, occupant health during disruptions, and community resilience. Pilot resilience credits are available within LEED v4.1. In the UAE, resilience requirements are embedded in building codes through structural standards and fire safety requirements, but a holistic building resilience framework specifically aligned with UAE climate risks is an emerging area of policy development.
