The Scale of Construction Waste in the UAE

Construction and Demolition (C&D) waste is the material surplus, off-cuts, packaging, and demolished material generated during the construction, renovation, and demolition of buildings and infrastructure. In the UAE, where the construction sector has operated at exceptional scale and pace over the past three decades, C&D waste represents one of the largest and most challenging waste streams — accounting for an estimated 30–40% of total solid waste sent to landfill. The principal C&D waste streams by volume are: concrete and masonry (the dominant fraction); metals (steel, aluminium, copper); timber and wood products; gypsum board; plastics and packaging; glass; and mixed inert materials.

Construction Waste Management Planning

Effective C&D waste management in UAE projects requires a structured Construction Waste Management Plan (CWMP), prepared before construction commences and updated throughout the project. The CWMP should identify: the anticipated waste streams by material type and estimated volume; designated on-site segregation areas and collection containers for each stream; identified recycling and recovery facilities for each material (including approved UAE recycling contractors); on-site waste reduction targets; procedures for tracking waste disposal and maintaining records; and responsibilities for waste management compliance at site level.

UAE Regulatory Requirements and Green Building Credits

C&D waste management in the UAE is subject to UAE Federal Law No. 12 of 2018 Concerning Integrated Waste Management, which establishes the framework for waste prevention, reuse, recycling, and disposal across all emirates. Dubai Municipality enforces specific construction waste regulations requiring contractors to segregate waste on site and use approved waste disposal and recycling contractors. Under Al Sa’fat, the Construction Waste Management credit requires a documented CWMP and evidence that a defined percentage — typically 75% or more by weight — of non-hazardous C&D waste is diverted from landfill through recycling, reuse, or salvage. Under LEED MR, a similar diversion threshold is required, with documentation provided through waste hauler receipts and recycling facility weight tickets.

تستلزم إدارة نفايات البناء الفعّالة في المشاريع الإماراتية إعداد خطة إدارة نفايات البناء (CWMP) قبل انطلاق البناء وتحديثها طوال المشروع. وتُحدِّد الخطة: تيارات النفايات المتوقعة وحجمها التقديري؛ ومناطق الفرز في الموقع؛ ومنشآت إعادة التدوير والاسترداد المُحددة لكل مادة؛ وإجراءات تتبع التخلص من النفايات.

تخضع إدارة نفايات البناء والهدم لـالقانون الاتحادي الإماراتي رقم 12 لسنة 2018 بشأن الإدارة المتكاملة للنفايات. وبموجب نظام السعفات، يستلزم ائتمان إدارة نفايات البناء وجود CWMP موثَّق وإثبات أن نسبة محددة — عادةً 75% أو أكثر** وزناً — من نفايات البناء غير الخطرة يُحوَّل من المطامر عبر إعادة التدوير أو إعادة الاستخدام أو الإنقاذ.
