What it means in practice
Under FIDIC, the contractor is required to produce as-built drawings during the Defects Notification Period and submit them to the Engineer for approval before the Performance Certificate is issued. The scope and level of detail required varies by contract.
As-built drawings serve multiple purposes: they are essential for future maintenance and operation of the facility, they form the basis of the employer’s asset management records, and they provide evidence in subsequent defects disputes about what was actually constructed.
Where disputes arise
Disputes over as-built drawings arise where the contractor claims the drawings are complete and the Engineer disagrees, or the level of detail required is not clearly specified in the contract. Withholding the Performance Certificate pending as-built submission is a legitimate employer remedy.

UAE municipality and authority requirements for as-built drawings have become increasingly detailed, particularly for MEP systems. DEWA, Civil Defense, and municipality authorities each have specific as-built documentation requirements.
